oriental trading company has a lot of supergirl things - they are all "pinked" out, though. I am putting the page of items in the sources for you - not expensive at all and great for a toddler!
I found an ebay store that has a lot of options on sg shirts - for men, women & kids - I sourced them for you, too.
As far as invites, I put a few links to pictures/logos which might inspire you. You can get the blank notecards at your local walmart pretty inexpensively (back in the craft section). Print the pictures in a size that you can glue to the front of them.
Decorations? I'd go with the theme pack of plates, napkins, etc. and do balloons & streamers to match.
Maybe you could gather a few capes, masks, etc. and have in a big box for the kids to dress up as their own super hero!

Why not make it a superhero party and tell everyone on the invite that you are supergirl. Then you won't end up with everyone in blue, and there might be some fun interaction between the different heroes. You could end up with anyone from Wonder Woman to Xena joining you on her birthday. If you want to get comic book-geeky about it, announce it as a meeting of the Justice League. Since there are only so many female superheroes, you could leave them the option of creating their own super-identity.
Too bad it's winter--if you have a pool you could have a contest to see who can fly the furthest.
