Answer:
ceviche and paella are both really good and relatively easy to make...flan or a rich (or flourless) chocolate cake would go well with tapas...or mini-mousse cakes
Tapas? are u sure you dont mean Papas?
There are lots of good tapas cook books out there. One I really like is tuna canape. It takes a can of tuna, quarter cup ketchup, 2 tblspoon olive oil, 1 tblspoon white wine vinegar, 1 tspoon dijon mustard, 2 tblspoons minced onion, freshly ground pepper, salt. We have this on little slices of french bread with a little grated parmesan on top. Yum!

The site below seems to have some good ideas too.
Maybe mini-empanadas?
Might also be fun to serve different types of olives.
For dessert: little tartlets or mini cheesecakes!!!
How about making minature cheesecakes in muffin pans, also minature apple turnovers, deviled eggs, minature pizzas, bacon wrapped scallops or shrimp, proscuitto wrapped pineapple or melon of your choice, would make a great tapas treat. minature grilled cheese sandwiches too. Enjoy and I hope some of these were helpful to you.
Garlic shrimp .. there are a ton of recipes for this on the net but here's mine:

1 lb of extra lg shrimp - deveined - shell on (the shell gives it a better taste, keeps it moist and is fun to peel

5 cloves of chopped garlic

3 tbls of minced parsley

3 tbls of olive oil

1 tspn of crushed red pepper flakes

1 tbls of butter

Heat the olive until very hot but not smoking. Pat the shrimp dry and season with salt and pepper. Ad the garlic to the pan and like 15 seconds later, add the shrimp. When the shrimp starts to turn pink, add the red pepper and butter. When the shrimp turns completely opaque add the parsley and empty on to a platter .. serve with crusty bread for the juices and don't overcook
