Have a bondage theme so everyone will wear leather and sexy clothes and have a contest to see who can do the most raunchy shot also get some of those bach. cards and play those games at the bar

another idea is to kidnap your friends and do 21 of his/her favorite things at 21 hours!!
You might try with everyone, but the b-day person, to pitch in on a limo... set up some of your theme in there to start... pick everyone up, hit the bar you want to spend most of the night in, and later, hit up all your fav bars for just one drink.. you know the birthday drink is free, where ever you go.. *wink* have fun!! whatever you do. (just be safe, and how much more safe can you be than having a chauffeur?)
