From researching our own wedding recently most of the restaurants and cafes set menus start at $50+ per head - and for a party of this size they will probably ask you to go for a fixed menu.
The Grand Lux Cafe at the Venetian has private and semi private areas for large parties. Their set menu is over budget, but I know that if you approach them with an amount you're willing to spend they are often willing to suggest a menu for that amount (particularly if it's a mid-week wedding).
Alternatively, the following link lets you search every restaurant and cafe in Vegas with a set menu (to help with budgeting) by cost and cuisine.

Check out the clubs and restaurants owned by the light group. www.lightgroup.com. I usually stay at the Bellagio, where the club Light is, and they also have a restaurant there that is great. I have tried a couple of their other places, all good. Those would be my first recommendations, without breaking the bank. There are so many restaurants in Vegas I would also try zagat.com to sort it all out by price and type of food. That should give you a really good starting point for narrowing down your search.
