If you garage is big enough have it in there. A less conspicuous place, he might not suspect a thing. Get him out of the house, ask a friend to take him fishing or something like that. Have friends help decorate the garage. good luck!
Have him meet you somewhere for drinks, if can't get away have a friend. When it's time for the party say you have a surprise for him place on a blindfold. Drive around for a while to confuse him. When you get to the house lead him through a back entrance. Have a drink waiting for him when he takes off the blindfold.
Have everyone get together for a party and when the birthday boy or girl arrives jump out and yell "happy birthday (wrong name)" then crowd around the other person and make a big deal before saying surprise and revealing to the actual birthday boy or girl it was only a joke.
