Here is a basic potato salad recipe for 100 people...it will at least give you an idea of what you'll need as far as amounts go!
Potato Salad for 100
30 lbs. potatoes
4 c. chopped onions
7 1/2 c. chopped celery
30 hard boiled eggs
Dressing:
6 tbsp. salt or to taste
2 tbsp. pepper
2 qts. mayonnaise
2 qts. Miracle Whip
Cook potatoes until tender. Cool. Peel and cut up. Add onions, celery, and eggs. Mix dressing ingredients together and stir into potato mixture.
Refrigerate overnight to let flavors blend.

Well, going on the 4 ounces theory, (if you plan for the larger amount of people)...I am always of the class "rather have a little too much than not enough,"
I would say 100 people x 4 ounces = 400 oz.
400 oz./16 oz. (per pound) = 25 lbs.
So that's about 5 / 5 lb. bags of potatoes.
A 20 pound bag will go far...I know they will eat other stuff and that is a lot of salad.
As a general rule of thumb in the catering business, you should never exceed 2oz/person for any given food item. Not taking the obesity epidemic into consideration, most people can usually only handle about 24oz in the old belly at a time. Between other foods, beverage, and social interaction, 2oz is usually more than enough.
