make flyers or send an evite to her friends & their parents (it's free).
buy a bday cake ($6 +) or make one (less than $6).
buy balloons and decorations at the 99 cents store.
host this party at your house, beach or a neighborhood park (free)
order pizza for all or make it a potluck
provide "available" entertainment... at a park (have games available), make it a swim day, or rent her favorite movies and make it a movie/bday day, have contests (costume party), slumber party is always an easy option too... add a theme to make it more fun.
sleepover with beauty theme. buy nail polish files and other cosmetics. let them give pedicures and all. girls love that!

If you can really spring some more have it at a hotel, pref. one with a pool. Sleepovers can be so much fun and the memories last forever!!
a hotel party with some of her friends with an indoor pool...there will be no doubt that she will thank you for this really fun party...hotel parties are always fun!!!!
My 11 year old was allowed to have 1 or 2 other girls sleep over and we rented a movie and bought pizza and other junk food. Hope that helps!
How about a little fashon show party dressup,makeup,nail polish,music,dancing,and hair makeover!

Slumber party. For food have a taco/burrito bar. Set out diced tomatoes, cheese, sour cream, the ground meat (turkey, beef or ground pork), shredded lettuce, salsa, apples (sounds weird but it is good). Let the girls assemble their own tacos or burritos. Chips and salsa and virgin margaritas. Or you can have a Make your own pizza. Use pita bread as the crust, spaghetti sauce, cheese, pepperoni, sausage, pineapple, ham, olives etc. You'll have to bake them but they still have the fun making their own. Rent a few movies. And for little favors you can buy mini bottles of nail polish ($0.99 a piece) and little manicure kits. Purchase little gift bags at the dollar store and tie up with a ribbon. For decorations all you need is a few balloons and streamers and a birthday cake.

Summertime go to the beach and buy everyone raft or float toy from the dollar store or even buckets and shovels you'd be surprised how much they like to dig and build castles and stuff take your cooler. Winter time everyone brings a sled and take them to the nearest hill or better yet for their party favor get those cheap rolled up sleds again from the dollar store in all colors and everyone gets one to take home. Hot chocolate and junk food for snacks.
