Make it *bring a dish to pass* and you furnish the bar bq or hamburgers/hot dogs... if grilling.
Use green and blue streamers and bring your plants into the area...
You can make green and blue divinity and have small plates of that sitting around to liven up the area as well as giving people something sweet to have a nibble on. (very inexpensive to make and easy too)

Make it a potluck, have everyone bring a dish. Our potlucks have themes like crockpot recipes or ethnic recipes, mexican potluck italian ext...now all you have to supply is plates and utensils and drinks as for the tunes i hook my computer up to my surround sound and hit play, or use my digital cable music channels. decorate with simple crate paper and balloons. Also you can make a "picture board" ask her family for pics of her from all ages to now and post them up, let people write down captions to them and pick a winner at end of night for a bottle of wine or something.

streamers/ribbons (curl some) hanging from vicarious locations.

and apparently a birthday cake (can you get someone to make it?)
ps do you have a sam's club or costco by you? the birthday cakes they sell are only $16.00 for a 1/2 sheet (serves about 30)
really get some good music on ur ipod or make someone with a good one bring theirs then use like good surround sound computer speakers u can use the input jack from the computer speakers that usually goes to the computer and plug that into the ipod's headphone jack and for 24 i'm assuming u need booze so get a keg unless of course the hotel won't let u have alcohol otherwise go to a club store and get chips and soda and the easiest way to save money is make ur own stuff salsa, dip etc make some hors d'ouvres and maybe get another person or 2 in on it so u can split costs
