Try a local museum, zoo or aquarium; they'll probably charge around $500-$1000 for the rental and the rest can be used for catering, decorations and insurance! You'll have to do it after hours, though!
I know that Outback and Carrabbas sometimes let groups hold special events before the operation hours, maybe you could check with them, or....
maybe you could rent the white house... Just Kidding.

A Chinese Schlock Buffet usually has a room in back that can accommodate a large party. And it'll cost less than $3000. And people can stuff themselves. Spend the rest on gifts.
