Well, everyone so far has asked a lot of the questions that I had as well as gave some great location ideas. Now as to how to keep costs down. Decide if just finger food (appetizer type things) buffet, or desserts. Then ask everyone to bring their favorite holiday dish and maybe even have a contest where everyone votes on which dish is the best! Look to discount stores for plates, napkins, etc.

A couple of fun ideas is doing an ornament exchange - have everyone bring an ornament which is eiher wrapped or not and through games or choosing numbers let everyone pick one to take home.

Or if looking for games and your group is small enough we play a fun game Xmas Eve at our house with family and friends called 7-11. People bring as many "white elephant" gifts as they want. (wrapping them in clever way is important) We break into groups of 6-8 and each group gets 2 dice which everyone in turn shakes. If player gets a 7 or 11 they run to pile of packages and choose a gift. This goes on for set amount of time 15 minutes or whatever, so play gets frantic. Once all the gifts are gone people can "steal" from another until time is up. Once time is up all gifts are opened. Some of nice, some are funny, etc. Everyone has a great time.

If looking for something a little more formal - try just appetizers catered and have people sign up to bring desserts. Play nice holiday music and perhaps have nice, but inexpensive gifts wrapped at each place setting or to be handed out at the door. If you can afford gift certificates for all - present each person with one.

Not enough information to be very specific helping you since you don't mention whether this is for an individual, family, workplace or organization or how many people are involved.

The cheapest place would be someone's home or a meeting room at work. Any place can be decorated to be "special" and people will care more about the food and music and comfort than fancy decorations anyway.

If you are a member of a church or other religious body, they often have spaces members can rent for less than commericial locations as well.
Try your local Hotels, they may have banquet rooms you could rent out for a few hours
I agree, friends house is the cheapest. Check with a local Moose Lodge or something similar. My dad always had his work parties there, they were fun. Not sure if you have to be a member though.
Could you give info like how many people? mixed group? Alcohol being served? after work or during office hours?

Many restaurants work with offices to help them plan their event with the amount in the Treasury.
