Okay I'm just going to go with this one and just go with whatever comes to mind.
Don't know if you have thrift stores in your town, but if so, they're ripe with wigs (women used to actually wear them). I'm sure you could find enough for a few bucks to let the kids cut and style them. Stick them in a pillow case and run thru a wash cycle (don't think it would harm the washing machine) and who cares about the wigs.
Buy a styrofoam wig head at a beauth supply or wig store and draw on a face and get creative with the "hair". Some kind of appetizer stuck into the foam with decorative toothpicks. Maybe strawberries with a whipped cream "hair mousse" to dip them in....
Of course, for the winner, a professional pedicure or manicure at a local nail salon. In my city, they are as inexpensive as $l6 for the pedi and $10 for the manicure.
Dollar stores are popping up everywhere. If you have one in your area they have one side of an aisle devoted to hair and beauty products. Hide some Hair Rollers stick a dollar or fast-food gift certificate in a few, others could contain a truth or dare type question or activity (age appropriate of course and nothing humiliating)
Check out 75% off Christmas sales for colognes, gift baskets, even if you have to rewrap or take off a Christmas label or bow...
Food: "curly fries" , buy a jar of Dippity-Do Styling Gel to set the stage for dips you can serve for veggie or fruit snacks. etc.

Look up the play Sheer Madness. It is always playing in every major city, audience interactive, and of course a murder mystery.
I have seen it in the Kennedy center at least 5 times, and when the kids where around ten they saw it too. It is always diff and the ending is always different because the audience decides who done it! Saw it in Boston, Chicago, too.

As far as decorating...hair dryers, curling irons, curlers..etc. You could set up a nail portion with a table and different nail polishes. For food you can always go for cheese pizzas, veggie trays, fruit trays, pasta dishes. Just check to see if anyone is alergic to dairy!
