You need to say where you are. Look in the phone book and call caterers for quotes. They all do what you are looking for.
Yes, not knowing where you are makes it difficult to answer. However, you might try your local grocery store. Vons, Safeway-Their deli departments do catering. They usually will offer wraps, buffalo wings, spinach dips... Also, large food werehouses usually have some good choices in their frozen food section. (ie costco).

Try some asian, mediterrean, mexican and american restaurants and find out if they will so catering. In my experience mexican and asian are the cheapest.

Find out if your local culinary school sells their services-As it should be cheaper because it is experience for the students.
Have you checked out your local high school or community college? If they have an advanced food service class they'll do it practically for the cost of food! Of course since you just want light finger foods and canapes most grocery stores with a deli can easily accomodate you. The only problem is you have to pick it up and serve it yourself. When you're on a budget and it's just hor' dourves that usually isn't a problem.
