It most likely means that only a select number of people the host likes to enjoy the company of are invited to this party. She does not want to insult anyone by not inviting them OR there is someone she/he is worried will hear about the party and show up!
I had a party one time and a few people showed up that should not have! I ended up with puke all over my toilet and my dog was abused. My food in the freezer vanished and so did my CD collection. My vacuum was plugged with an Orange and two weeks later my electric razor was found in the back of the toilet tank!
See what I am getting at?
It's a surprise party and she doesn't want you to" let the cat out of the bag," and spoil the surprise.

Hello. Your talking to Diva Girl, The Life of the Party. Ok basically what your friend is saying is that she only wants her main friends their and no one else. Like say for instance, you bring another friend she doesn't want that. She only wants her "Main Crew" at the party.
Well to start with are you close friends? If so just ask them in private, they're probably waiting for someone to ask so yous can suss out what to wear/ Maybe their embarrassed about having a party, especially if their between 13 & 15, their mum & dad might be a bit dorky or their worried it wont be a cool party. So if they dont talk about it, the less question will get asked about it. It could be a suprise party, but why would you hand out invitations and not say 'Suprise Party' on it? Of course there would be at least one person who'd mention to the wrong person that they couldn't say anything and before you know it the birthday boy or girl would know. Or maybe they haven't invited a lot of people and if it's metioned others might be upset. I think that you should casually metion it to your friend privately when you rsvp.
Probably because not everyone in your group was invited and your friend doesn't want to hurt anyone's feelings. Why don't you ask your friend for more specifics and, by all means, keep the party to yourself.
Maybe the person having the party didn't invite everyone that they know and they don't want those people to find out about it... very immature.
