Have you tried the dollar tree? I dont know if you have one where you live, but if so go to one of the registers and let them know you want to make a bulk order, it might cost less than 50 cents per glass, because i think a 4 pack of cute glasses is a dollar.
Any bulk store will have them at this time of year. Nows the time to stock up.
Check some estate sales.
