What I used to do was to go out to local bars and pubs and see if they have any of the decorations that liqour purveyors have dropped off that they can't use. They will usually be more than happy to give them up. Before you know it, your party will look like it was hosted by corona and jose cuervo!

all i can think of is a taco bar. just get a enough shells hard or soft for your guests and maybe two pounds of hamburger and all the veggies. you can also add some tortilla chips. this gives everyone a choice of what they want and can easily be put together. for decorations i am sure you can run to walmart or paper warehouse and get a banner and a pinata. Decorate with "papel de china" ... play some "mariachi" music and serve "tamales" for food.
Chips and salsa, bean dip, or make-your-own tacos! Just have all the components out on the table. Try the dollar store for red, yellow, green decorations. And try some latin instrumental music. The singing can sometimes be too much.
