Quite frankly, thirteen year old girls will continue to develop breasts until they reach about 18 or 19. Of course, this is all subjective, and it depends on your mother's, and grandmothers' cup sizes. It's all in genetics.
Does she drink a lot of milk? The hormones that are pumped into dairy cows stay in the milk and are making todays generation of girls have bigger breasts. Breasts come in different sizes and a 32A is fine for a 13 year old and even for a 20 year old! Of course, there is a big chance that your sister will be continue to develop while it is unlikely for a 20 year old to get any bigger!(Unless she gains lots of weight...as you may already know that women's breasts are made up of fat tissues!)
