Decorations: bouquet of flowers in a tin can vase. Place mats of brown paper bags or newspapers or newspaper "tablecloth" taped down. At least two or three "patterns" on bowls/plates so they don't match. Or "decorate" each person's cup/bowl differently.
Homemade stew/chili
Crackers/corn bread
Corn chips & dip
Popcorn
Watermelon/apples
Cake/brownies
Ice cream
Sodas/tea/lemonade
Campfire possible? Newpaper/"rag/bag seats
Marshmallow/graham cracker/chocolate s'mores.
Best tall tales? (story book prize)
I remember when times were so hard you couldn't.

Card/board games.radio/cd music...old movie...
Of course you can always have "stations" where guests "make their hats from paper or assemble their jewelry (girls only maybe).
Depends on length of time for party or if it's a sleep over or mixed ages.
Food choice can vary too; PB and jelly or toasted cheese sandwiches, hot dogs, pizza, add cookies. Whatever your budget allows.
