Rim bowls and bullion cups will allow you to serve any soup properly...if I had to choose just one, I'd take the rim bowls and refrain from serving clear soup to company.
As for spoons, there are oval spoons, which can also be properly used as dessert spoons. These are for clear soups and stews. There are spoons with round bowls, which are for cream soups and chowders. If you must choose one or the other, buy the oval soup spoons first, it is correct though not preferred to use these for any soup.

I don't know of anyone who serves bouillion. Do you really need those? I'd go for rim soup bowls and chowder bowls for their versatility.
