My daughter is turning Five soon and she is a tom boy so to speak, she plays with mostly boy type of things and she hangs around boys. She loves Power rangers and sponge bob and she likes some girl things. My daughter even likes to dress like a boy.

How about something that could be both boys and girls. That way too you can invite both to her birthday party without making anyone feel uncomfortable.

Like dinosaurs, rain forest or jungle theme, spongebob theme would be a good one because there are girls on there and girls enjoy spongebob, Hey Arnold you could have her dress up like Helga, theres lots of ideas...you dont have to go with the girly princess themes if that is not what she is into!!!

You could just do an outdoors theme. Baskteball, kickball, volleyball, swimming ect. My daughter is also a tom boy but her daddy races cars and that is what she loves! We could do her party in cars.
My nephew just turned 6... but he had an 'Incredibles' themed birthday party. My 3 year old niece is also crazy about the Incredibles. You can buy the stuff (and lots of it) and just about any party store - and it is popular with just about every kid.
How about a food fight party? fill balloons with whipped cream and make cream pies so the kids can throw at eachother?
Have an under the sea theme with Sponge Bob. The kids can pretend they are mermaids, sharks, dolphins, crabs, lobsters, character from the show or whatever!
I think a real cool theme would be- "Space Above and Beyond" where everyone wears something resembling an outer space alien character or another since its very creative and stuff like that she'll like it...hope you like the option since its very easy to decorate the house too with stars and Planets and a lot of round baloons of bright colors.

make a spongebob cake youreself use a square pan and cut some slices off sides to make arms and legs use youre imagination really i make all my kids cakes cuz they cost to much to buy and i have gotten good at making them my job this easter is an easter bunny im excited its my first.or heres another idea i made this one for my 10 yr old he got a kick out of it a dinosouar cake you use a regular cake pan for the ground and a bunt pan as the valcano use red jello as lava and blue for the water when you do the valcano tuen cake upside down so it has the pointed top to look more realistic get some oreos and some grahm crackers and crunch them up to look like dirt and spread over entire cake at the bottom cut out a thin layer of cake across the bottom and fill it with the blue jello add some dinosouars and flying birds oh buy some walnuts they are good bird eggs .it will be cool i told my son i dropped it on the ground but a lil dirt wont hurt if you email me i will send you a picture of the cake if i can find it .good luck

I think a Pirates theme would be great. You could have a treasure hunt and some kind of "walk the plank" forfeit in the party games, and give chocolate coins as prizes.

OuterSpace is also a good one as the costumes are asexual so everyone is on the same level!
You could either use Power Rangers or Sponge bob or Some male sports or Dragon Ball Z
