It is the whole bulb of garlic, also known as a head of garlic. It has the papery white skin still intact, holding all the cloves (or toes) of garlic together within. You break through the paper skin to find the individual cloves and break them off as and when you require them for cooking.

The entire bulb can be prepared and baked intact to create buttery sweet roasted garlic.
