because beer or whatever you're drinking makes your blood pressure go up. that makes u hyper and do crazy things.

Personally I have been really drunk before and not ran around like an idiot and other times I have acted like a complete moron, and yes I knew full well what I was doing. I think that unless someone is really really drunk, which i have seen and sometimes it gets a little scary, most people just use it as an excuse to act out and do things that they wouldn't normally do because they can use the excuse that they were just drunk.
