Yes it can be called herbal. Saying something is herbal only means that it contains or untilizes herbs, there's no limit as to what else can be added. You have to read carefully with supplements. Many of them contain some type of animal byproducts, but nearly all of them have a vegetarian/vegan counter part. Do a little research, or go to a nutrition store and they can help you find ones that are free of any animal byproducts.

"Herbal" isn't exactly an official description of anything. Surely it just means it has herbs in it, or is mainly based on herbs.
The only thing it can't be described as is vegetarian or vegan.
