Depends on the microwave...you'll have to experiment. I've heard it suggested to put a wooden popsicle stick or wooden chopstick in the water to make it boil. Otherwise, because of the way microwaves work, you'll super-heat the water, so when you put in your tea bag or pour the water on the tea, it'll boil over, possibly injuring you.
And I totally understand...I'm a tea freak myself, and cannot go a single day without it. :)
PS: Have you considered buying an electric kettle for travel? Very cheap, very efficient, and if you need to pack it, you could stuff clean socks in it to keep it from taking up too much extra room. ;)

Its depending on the strength of your microwave.
AS for the popsicle stick. I would becareful when microwaving water. It doesn't always boil over, it explodes. I would use an old mug with a lot of scratched on the bottom. A stick would do to.

Because of the problems with boiling water in the microwave, you may have to settle for steeping the tea for a longer period of time in water which is well below the boiling point. If you use a tea bag, put it in the water BEFORE you microwave. Heat the water for 1 minute 45 seconds, then let the bag steep for a while. If that cup was unsatisfactory, adjust your microwaving time in 15 second increments. If the bag is rolling in the cup as you remove it from the microwave, you've nuked it for too long.

Yes, you can. It's easier than you think. Plain water is not likely to boil over unless you seriously neglect it. Ovens vary but it takes about 3-4 minutes.
