The 'elite' that survived the war now eat only synthetically created foodstuffs since natural foods are heavily contaminated by radiation, prions, remaining traces of chemical warfare agents and hundreds of exotic germ warfare diseases. Most of Europe, North America and Eastern Asia are largely uninhabitable due to the war along with the lifeless waste that was called the Middle East. South America is mostly survivable with the exception of Paraguay which received heavy bombardment since the Bu__sh__ family fled there after the North American Union was broken up after a military coup. Western and central Africa were spared direct attack however most people in the area died from wind-borne war diseases and cold.
