I think 12 is still good, but if a child has a physical feature that causes them emotional pain, and if it's as simple to resolve by allowing them to shave their legs a year or two earlier than what was planned, then so be it. I think we need to keep in mind that things change with puberty, and that girls experience it at different times, and that leg hair changes from peach fuzz to HAIR then. That's when at the latest.
