It depends on how active your metabolism is. The faster it is the more calories and fat you'll burn. Try cardio, running and light weight lifting. Don't skip breakfast or any other meals. When you deprive your body of food, it thinks its starving and will store even more fat. Stay away from junk food and don't eat late at night. If all fails go see a nutritionist.
Count calories.......... just about everything you eat will tell you how many calories........... Do NOT go below 800 ! If you do, your metabolism will SLOW down.....and you will NOT lose weight... eat between 900 to 1200 day.............. exercise for 30 mins......4 times a week. Dance, jog, anything so that you're out of breathe !! And lastly, drink 8 cups of water a day, even if you're not thirsty. You will lose 2 or 3 pounds a week. And, do NOT weigh yourself everyday......... because bodies can show a change becuase of water, time of day,etc..........so only weigh yourself once a week... to see the results........and DO NOT worry when it's that "'time of the month"".........the scale will show a weight gain, but it is not real......... and once done,, you will see the weight you lost during that time. One month and you can lose about 10 or 12 pounds.. If you exercise EVERYDAY for 30- 45 mins....... you will lose the 15..........but remember to stay at 900 - 1200 calories............by the way.. even McDonalds can tell you how many calories are in what.. if you ask......... a cheeseburger has 410 :)
You didn't say how much you weigh. Are you sure you need to lose any? Don't compare yourself to others.
If you want to be at your ideal weight, all you have to do is eat right, lots of whole grains, veggies, lean meats and proteins (nuts, eggs, etc) and fruits. Also make sure you are getting lots of calcium-very important for a teenage girl-by eating dairy and green leafy veggies.
Then, exercise of course. Do fun things like swimming, biking, hiking, and going for long walks after you eat.
By the way, the best way to get whole grains if you don't like wheat bread and brown rice is to eat lots of whole grain cold cereals and oatmeal.

Maybe with your personal, individual metabolism it is not a good idea to lose 15 lb...let alone do it fast. You should do what is right for your own particular circumstances and not just try to copycat some magazine picture or film star or friend or what-have-you. As long as you eat a diet that is healthy for you, and exercise, you'll be fine.
