Depends on what kind of phosphate you are using. Look online for a Material Safety Data Sheet (MSDS.) I've linked one below.

Common sense would indicate to me that you should be using safety glasses/goggles and a dust mask/respirator at a minimum. I would also make sure your work area is well ventilated. If it's making your face itchy, imagine what it's doing to your eyes, sinuses & lungs!?!?

I'd say wash your skin with soap & water as soon as you leave your work area.
