Most likely the film is buildup from the mineral content in water. Even if you don't have particularly 'hard' (high in mineral content) water, over time, mineral buildup will occur. To remove the hard water from your glass carafe, use a commonly available chemical designed removing mineral deposits, such as CLR. In addition, using a dishwasher to clean the coffee pot, when the dishwasher is equipped with a jetdry dispenser can help remove the deposits.
Maybe it is your dishwasher if you use one. Try switching to different detergent. Also, soak your cups before you actually wash them.
Do you have hard water? This happened to us also. If so... Mix up 1 cup of vinegar to a gallon of water and let the pot soak for a couple of hours. Worked for us. You can also buy commercial cleaner to get the scaling off. Or... buy a replacement pot. They're pretty cheap.

Try cleaning your pot with white vinegar. Run white vinegar through the brewing cycle periodically, as well.
Clean it with Vinegar
Fill your coffee maker with Vinegar and brew that up. Rinse with another cycle of brewing plain water. This will clean your maker and remove any deposits. Depending on use and your hard water. Once a month should do the job.
put it in your dishwasher ! it will take evey stain out !
