I don't believe Thai tea is made of Chai tea.
You can get chai tea at various coffee/sandwich shops.
You probably need to go to some Oriental Markets or Groceries to get Thai tea. They can come as leaves or more conveniently in a can or bottle. Thai tea is usually drunk cold. Thai people drink some hot Chinese tea though.
