so why is it that when we buy it,its got a "best before"date on it

One of the reasons I guess the "best before" exists is before the plastic of the container really starts getting into water, enough to make the difference in taste.
Government spends so much money on cleaning your tap water. I guess you can trust the tap water most of the time.

I don't know. That's a good question though. If you do want a good bottled water though, you should try fiji water. It's really good. In modern times, it is far more common for mineral waters to be bottled at source for distributed consumption. Travelling to the mineral water site for direct access to the water is now uncommon, and in many cases not possible (because of exclusive commercial ownership rights). There are over 3000 brands of mineral water available commercially worldwide.

so in short: they're decieving you by telling you it's mineral water (which it is), but not telling you where it was bottled.

I like Fiji water. it comes in a square bottle. and it is the best water ive ever had in my entire life. Natural Mineral Water, Spring Water and Bottled Drinking Water Regulations do not specify a requirement to display a best before date, however best before dates as well as production and batch numbers which allow products to be traced are required legally under the Food Labelling Regulation 1996, Regulations 21 and 22 and by the Food (Lot Marking Regulations 1996).
In addition the industry has set out its own guidelines. These are as follows:-
Maximum 2 years for glass (still & sparkling) and plastic (still)
Maximum 1 year for sparkling (plastic) The shorter shelf life reflects the tendency to lose its ‘sparkle after this time - although it is still safe to drink.
