They need a lot of moisture to keep them rolled up. That is why most cigars are kept in a humidor..Which is a box that has settings to keep the cigars suitably moist.
To keep it moist so it won't unravel as you smoke it. If the cigar has been stored with the proper amount of moisture you don't have to do that. He'd probably been carrying that cigar around for awhile.
CIGARS DO NOT HAVE A PAPER WRAPPING LIKE CIGARETTES.
This means that the tobacco leaves are rolled up to form a cigar.
These tobacco leaves dry out and when he tries to smoke it, the air would flow in to the cigar from all sides, probably making it hard to suck on, so he would seal the cigar off by wetting it slightly so that the air would flow in from the front and out the back, (which will be in his mouth)...
