I don't know where you live, but your local Asda/Walmart will put a photograph on a birthday cake for ￡10..
I got one made for my wife, it was very good quality too.
Are you in the UK? I don't know any web-sites but larger Tesco stores have a service where you can have a photo or picture done on a cake. I think it's about ￡10.
Can your local baker not do it, I didn't realise mine could and we have got a picture of my daddy when he was 3 for the top of his 50th birthday cake, ask all of the bakers in your town im sure one of them can do it, good luck
If not, just google it and im sure one will come up
