Noooooo! Whoever told you that was lying to you straight to your face. Hot Dogs are usually made with a blend of meats like: pig, cow, chicken or turkey but definitely not horse butt!!! I know in Sicily they eat horse butt, but not in the U.S.
Hot Dogs are DELICIOUS.
Of course, they are the worst kind of meat because they usually consist of grounded up leftovers from the butchers floor "figure of speech." Basically anything that a butcher can not sell on it's own, add some spices and you got a Weiner.

No, that's not true.. but you don't want to know where it comes from. They take the unused parts of the animals that we normally eat and compact the leftover meat into a hotdog. It's safe to eat and nothing gross... but it's not the best part of the animal you are eating.
A mixture of beef and pork and sometimes chicken.
