Yeah that is pretty cheapo. However, if they put on the label "how many tablespoons to use" then I suppose they figure they do not need to add a scoop.
I wouldn't call that cheap I'd call it being resourseful.We have enough garbage in the world already so we don't need a bunch of little Carnation scoops adding to the pile.
Doesn't everyone now adays have a teaspoon or tablespoon? that was probably their thought or possibly at the factory they forgot to put one it. It has happened to me before with premade iced tea mix! I usually keep a scoop from somthing else for just that reason!
