why do these people do this in front of my mom don't they know this is so embarrasingly weird? do you think this is ok or inappropriate?

Society has gotten so casual that young people do not even know what it means to respect others. They grew in "permissive" households and so they've never been told "that is not appropriate." In my opinion, this sort of behavior is crude and without class.
Oops, I'm not a guy but maybe they're working on getting a better tip! You obviously look older than 16 and maybe they don't realize your mom is your mom?
They might continue to razz you because they're getting a "rise" out of you. Just ignore them when they do this or don't show that they're embarassing you. (give them dirty looks.) And get used to it... it's going to go on and on... it's just the nature of guys and maybe bored servers. :-)
I believe that guys who tease you or flirt with you in front of your mom are those without bad intentions. The first guy at the restaurant checked on your table about 10 times cuz he cared about you and wanted to make sure that you had everything you needed. The 25-year-old guy joked with you cuz he wanted to make you laugh and see you and your mom enjoy yourselves.
It's those who always try to flirt with you privately that you may want to be careful about.
