When the water boils, reduce the heat to maintain a steady simmer. Simmer the chicken 10 minutes. Remove the chicken. Grill chicken with or without barbeque sauce for about 5 minutes each side.

Par-boiling is a messy thing from the past. Use your microwave oven. Easier, cleaner, quicker and saves all the flavor inside the chicken. Check your microwave booklet for cooking chicken for time and reduce the time by half when cooking your chicken. It turns out fabulous on the grill that way.
I don't parboil. I put the seasoned chicken pieces or halved chicken directly on the grill. I cook it very slowly, possibly with a little smoke.
Don't put your chicken in the microwave, ever! Just put on the stove for 20 minutes....the guy with mix for the water sounded like that would be good! With the liquid smoke and all, I may try that! But seriously, do not nuke your chicken man!
