Well, I don't really know much about smokers, but if I remember girls' camp right (and keep in mind I could be WAY wrong) the formula for charcoal is 10 degrees of heat for each coal, so that would be between 20-23 coals for you.

And I have no clue about the water, but if it were me, I'd just put it somewhere that the vapor would affect the ribs, but wouldn't spill.
