Answers:
For one glass of milk use two table spoon of yogurt. Boil milk, when it become cool (slightly warm) put in glass or plastic bowl mix yogurt stir well and keep open in the oven(in the oven due to bulb there is enough warmth that helps in making yogurt). I do this almost at night time in the morning at 10 -11 am the yogurt is ready.
Other Answers:
I don't understand. It is below 10 degrees INDOORS?
First sterilize the container/containers that you want to make the yoghurt in by rinsing with really hot water and soap.
Heat up some milk in a saucepan (a double boiler is better if you have it) while stirring and maintaining a warm, non-boil temperature. You may add sugar according to your taste. Some people add gelatin too if you want it thicker... you can add sliced fruit while warming the milk if you like. Remember, don't boil the milk while warming, just warm it.
Remove milk from heat, immerse sauce pan in cool water for a few minutes to cool the milk inside a bit, then stir in a few spoonfuls of store bought yoghurt - or live culture if you have it. Pour into a container with a tight lid (or foil) and store in your prewarmed oven (about 200F) for approximately 4 hrs bfore uncovering to check consistency. NB: do not keep the oven on, just warm it up, turn it off and at intervals turn it on for a bit to maintain the temp. You may need to use a thermometer to ensure a fairly constant temp. When its done, it should go into the fridge as soon as possible and lasts for a few days.
Failing this, you can buy yoghurt makers which you simply pour the ingredients into and turn on and they do the rest. You can also incubate your culture/milk mixture in an insulated cooler. check the link below which has a few options for insulation and nifty troubleshooting tips as well.
