Answers:
Put fatty side up in a roasting pan with about 2" of water. Sprinkle with salt, pepper and garlic powder and roast in 350* oven for about 2 hours (check frequently to make sure liquids don't cook out). Turn down to 250* and slowly roast for another hour.

Other Answers:
I'd go with the crock pot.

Its not fast, but it is tasty and easy. And the best thing is, ya can't mess up.

I'd suggest a Carolina BBQ sauce. Its really good and not your average sauce.
For something even more tender, put the roast in a large pot with a tight-fitting lid. Add enough water to cover the roast, then add a whole onion, about 1-2 cloves garlic (or garlic powder), salt, black pepper, and parsley. Cover, and cook it slowly (low simmer) all day long. Check every couple of hours to see if it needs more water. It will be fork-tender. You can do this with roast beef, too, except omit the salt and use several cubes of beef bullion.
