I want to use fresh berries that I have cooked down into a syrup or should you cook the berries and add the honey as to not sweeten the honey to much by adding sugar
Answers:
You can add fruit or syrup to honey, with a few considerations. First, honey should be kept at room temp because when it gets cold, it crystalizes. To uncrystalize it, put it in the microwave for 10-15 secs until it is smooth again. No harm to the honey. Second, the syrup or fruit will start to spoil if left out on the counter, so you would need to keep that cold. So, I would recommend only mixing the two when ready to consume.
Other Answers:
Honey will keep. Additive will not. Add the honey to the cooked berries, not the other way around.

You can make flavored honey by adding equal parts of jam or marmalade and keeping tin the refrigerator for a couple of weeks but I would think the syrup would make it too thin.
You could try it or add the syrup just before you serve it.
