I know that meat cannot be refrozen does the same rule apply to frozen veggies??

Answers:
Yes you can refreeze vegetables, however, with that said the vegetable will be degraded, when vegetables are frozen (from the manufacture) the are flash frozen which locks in nutrients and freshness. If you thaw vegetables and refreeze you loose all the quality that came with it. They will be fine to eat but not worth much in nutrition and flavor.

I recommend that if you are using frozen vegetables cook only for the current meal. Cook them from a frozen state. I prefer to saute with butter and seasonings, although steaming works well too.

Have a great night!

i thought that applied to everything. i could be mistaken though,
Yes as long as the temps hasnt been below 40 degrees for over 30 minute period, bacteria starts to form then.
Good luck.
Read about this recently, can't remember where, so no reference. It is okay to refreeze food, though taste is about the only thing affected.
If something that has been frozen has defrosted then NO, do not refreeze it.
Yeah the veggies start to break down if you refreeze them.
because of the development of bacteria, the answer would depend on the amount of time the veggies have been thawed. i've done it before when i accidently thawed too much. but if the veggies have been sitting in the fridge for a day or so i would prefer to just use them or toss them.
by the way, you don't want to know what happens to frozen veggies when they have been thawed for too long. i almost had to become an anti-vegetarian.
Vegetables are flash frozen by the commercial packing industry. This process prevents large ice crystals from forming in the food. Large ice crystals are sharp and cut up food at a microscopic level. This makes the food limp, mushy, and have a poor flavor and color. Large ice crystals form when foods are frozen at temperatures common to house hold freezers. Also, even though flash freezing forms small crystals, some small ice crystals form and cut the plant's cell walls. So refreezing in a normal freezer will damage the plant even more and should be avoided if at all possible.
Frozen vegetable can be refrozen when you get air out of the zip-lock bag each time.

I do this all the time.
