I would say because first, all foods and drinks have to have nutrittion facts on them, and second, water may have more than just water in it, like minerals, and certain chemicals.
Because the FDA ruled a few years ago that all products that are sold as food or drink show nutrition facts. This is an unbiased law and to some people, if it doesn't show, then what isn't 0? My question is why doesn't this apply to other products introduced into our bodies, such as tobacco products?
Federal law requires any consumable good to have a nutrition label on the container.
Avoiding making exceptions on which goods even need a label would be far less involved and avoids possible law suits.
It is a government regulation, but some waters have vitamins & minerals + sodium added to them. Even worse- sugar & artifical flavor. Don't you want to know what you're putting in your body?

to fake you out thinking you are drinking real good water when you actually drinking tap water in a bottle...
