Answers:
I think they are called Mexican Wedding cookies. I got this recipe from Cooks.com

MEXICAN WEDDING COOKIES

1 c. butter
4 tbsp. powdered sugar
1 tsp. vanilla
2 c. flour
1/4 tsp. salt
1 c. chopped nuts (fine)

Cream butter and sugar; add vanilla. Add flour and salt; mix well. Fold in finely chopped nuts and chill dough in refrigerator about an hour. Shape into balls about 1 inch in diameter. Bake in moderate oven (350 degrees) about 15 minutes or until light brown. Remove from pan and while still warm, roll in more powdered sugar.

Wow, I just got done making this recipe:
They are a family favorite!

Mexican Wedding Cakes:

1 cup (2 sticks) butter or margerine
1/2 cup powdered sugar
1/8 tsp salt
1 tsp vanilla
2 cups flour

Cream butter, mix in powerded sugar, salt, and vanilla . Gradually add flour. Refridgerate for 45 minutes or longer.

Preheat oven to 400 degrees. Bring dough out of refridgerator, and if you had it in for longer than 45 minutes, let it warm a bit.

Roll dough into small balls, about 1/2 inch in diameter.
Bake for 10-12 minutes, until cookies just turn a little brown.

Cool for 10-20 minutes, then roll cookies in powdered sugar.
Both of the previous recipes are right on but you have to roll the twice in powdered sugar. Once while hot and then again after they cool. You can substitute pecans for the walnuts and I also add 1 Tbsp. rum flavor. My family loves them this way.
