Take her for Chinese food or something....just being with you should make her happy, not necessarily the meal itself.
Bake her a cake. 3 bucks.
Bake her cookies. 2 bucks
Bake her a pie.
Cook her favorite meal.
Make chocolate fondue (pretty cheap, and girls love it)

The meal itself doesn't matter. What you should do is take her to the grocery store to buy the ingredients together, including the wine. Afterward, take her back to your place and do the activity of preparing the meal together. This is a MUCH better thing to do than to make the meal and set things up before she arrives.

The second case, you are trying to impress her....causes attraction to diminish.
This is a subtle, but VERY important point lost on most guys. Whenever you are going on a "date" you need to focus on only those things that foster intimacy and sex. Cook Shish Kabobs take a steak and cube and a chicken breast and cube then marinade in a bottle of store bought teriyaki sauce overnight then skewer on wooden skewers you have soaked overnight(SO THEY DON'T BURN) alternating between each kind of meat on two skewers then make some veggie skewers with red onion, bell pepper,cherry tomatoes and mushrooms that have soaked in some oil(That way the mushrooms don't dry out)Then cook on grill takes 15-20min serve with some rice or a salad.Get a bottle of wine and some 7up and mix together to make wine spritzers garnish with some fruit.Then take some fresh berries and serve them in a martini or wine glass topped with whip topping.If you don't have a grill you could broil the kabobs too.All of this is relatively cheap one steak around $6 that would be the most expensive cost of the meal you can even find wine for about $6 plus it doesn't have to be a great wine once you mix it with the soda.Don't forget the candles and to have the table set with some fresh picked flowers(those are free-can't beat that)Have a good one!!!
