Put cold eggs in cold water (with a splash of vinegar), bring to a boil and then shut off, cover, and set aside for 10 minutes.

4-5 minutes and add a half cup of vinegar to the water
Place eggs in single layer in saucepan.
2. Cover with at least one inch of water over tops of shells.
3. Cover pot with lid and bring to a boil.
4. As soon as it begins to boil, remove from heat and let stand.
5. Large soft-cooked eggs: let stand in hot water 1 to 4 minutes, depending on your tastes.
6. Large hard-cooked eggs: let stand in hot water 15 to 17 minutes.
7. When cooked to desired level, drain off hot water.
8. Immediately cover with cold water and add a few ice cubes.
9. Soft-cooked eggs: let stand in cold water until cool enough to handle. Serve.
10. Hard-cooked eggs: let stand in cold water until completely cooled. Use as needed.
That depends on the verocity with which the water is being boiled.... To be sure, I would say... AFTER the water is boiling, leave the egge in minimum of 3 minutes and possibly 4.... but no more.. You do not want the egg to crack while in the water

For the amount of time their saying your going to have runny eggs, and not hard boiled eggs, you will find out if you happen to drop one on the floor.
I eat eggs 2 to 3 times a week, whether fried, scrambled, omlette, poached, and even boiled.
First put your eggs in a pan then add cold water in the pan, next put it on Medium Heat, once you see that the water is boiling put your stove timer to 20 Minutes, if you don't have a stove timer, a regular counter timer, or even check the clock for 20 Minutes. Once the goes comes on take it off the stove and put the pan in the sink under cold water for about 2-3 minutes. Empty water and let them cool off. Then apply your paint.

hard let them down into cold water and put them on low and bring to a boil add a teaspoon of vinegar to soften the shells then dip the hot water into the color bowls and add the food coloring to make the color richer use a little more vinegar and heres a trick from the army spin one of the boiled eggs when you are done about 5 minute and it will stand and spin if the egg is cooked inside i learned that cooking in the army ps we put out colred eggs for the men and i do for the kids ,,, an olde army cook
2 dozen at ot once till the water starts to foam just a little
