Milk, yogurt, dairy in general will neutralize the burning sensation.

eat a slice of bread!!
Stand over the sink, stick out your tongue, relax it. It will naturally salivate and expel the hot 'toxins'. Then you can resume eating the peppers!!
The burning is caused by the oils present in hot peppers. Drinking water or other liquids simply spreads the oil (and heat) around. Try eating something like bread along with whatever has the hot pepper in it. Bread absorbs the oils and gets rid of the heat. I've tried this and it does work.
