I'm sure it goes bad eventually (like in several years), and probably faster if exposed to extreme temperatures (same applies to canned goods). Bottled ketchup however typically has an expiration date. I've noticed that at least most of it also says "refrigerate after opening" on the bottle, so I would assume it goes bad eventually. Since the packets aren't intended for resale, the expiration date is probably on the original box/case they came in.
As long as it has never been opened, it should be fine. If it has been opened, ketchup can begin to ferment. Open the little packet and smell the ketchup. If it smells ok, it is fine.
