When cooked they turn from their opaque white color to translucent, and become soft and spongy. In North India it is most commonly used in fasting dishes, such as sabudana khichdi and sabudana wada. In South India they are used to make small pappadam wafers and also for making a varient of a sweet semi liquid desert called Payasa or Kheer.

Um...read the last person's answer for what it is, but the fact that you're fasting means that you can't eat food.
"Fasting" means "not eating ANYTHING". As they were written, the fasting laws of most religions meant "fasting" when they said "fasting". But because we are lazy, ignorant human beings, the fasting laws of most religions have been relaxed over time, which renders them pretty much meaningless.
If you are going to fast, then fast. If you are going to ingest anything other than water during a fast period, then why don't you just stop pretending and have a hamburger?
The purpose of Hindu fasting is to deny onesself a physical need for the purpose of "enriching" ones spiritual self. If you eat during a fast you are not practising that denial.
It can be taken while fasting but I dont know what its made up of.
