this was used by the British navy of old when a battle had been won or a good deed accomplished, it was also used when the mainbrace sail had been repaired wich was a dangerous job, a reward for the sailors. In the UK nowadays Captains can do it on ships,the Queen is the only person on land who can order a splicing of the mainbrace, and is usually granted on her birthday, a royal wedding or a royal birth.
