Just curious, especially since the few times I need some alcohol for a recipe or particular drink, it takes me so long to actually find what I'm looking for.

Answers:
by type of spirit - gin, vodka, tequila, etc. and then usually by price - most $$$ at the top, cheapest at the bottom hence "top shelf" spirits.

Other Answers:
types of liquor are grouped together, ie vodkas, rums, whiskeys, wines. The off the wall stuff is usually in the middle, the schnaps and other stuff.
The really good stuff is locked up in the glass case.

Other than that, it's grouped by type, but I don't think it's in any special order, or even that the best stuff is on top. Some places probably just organize it alphabetically.
In a Supermarket it's by beer and wine and then there is a section of wine coolers. In a liquor store it's by the type of liquor gin, vodka, scotch and etc. there usually groped together so you can pick between the brands.
